Captain Houston Mills

As Vice President of Flight Operations & Safety, Capt. Mills has global oversight of and responsibility for UPS Airlines Flight Operations, crewmembers, dispatchers, crew scheduling, training, regulatory compliance, and Airline Safety.

Prior to his current position, Houston served as Global Aviation Strategy & Public Policy Director, where he advocated for federal and international aviation policy and collaborated with domestic and international industry groups to harmonize aviation safety standards and sustainability rules. He was also responsible for aggregating aviation strategy issues under one umbrella within UPS to help maximize safety and reliability for the company, as well as service to UPS’s growing global customer base.

Houston also served as UPS’s Part 119 Director of Airline Safety and Compliance, where he ensured safe and regulatory compliant flight, maintenance, and ground support operations, emergency response preparedness, and interaction with government regulatory and safety organizations worldwide. Under his leadership, UPS became one of the first U.S. airlines to have a certified Safety Management System (SMS). Other senior leadership assignments included: UPS International Chief Pilot, where he was responsible for crew-related international flight operations and UPS Director of Flight Training, where he led the Advanced Qualification Program (AQP) for crewmembers.

In 2022, Houston was appointed by the Secretary of Transportation to serve as chair of the FAA Advanced Aviation Advisory Committee, where he explores and makes recommendations to the FAA administrator for the advancement of Advanced Air Mobility and Uncrewed Aerial Systems (UAS) integration into the National Air Space system. He also serves on the board of governors for the Fight Safety Foundation, board of advisors of RTCA, IATA Operations Advisory Council, Airlines for America (A4A) Safety and Operations Council, board of advisors of Embry-Riddle Center for Aviation/Aerospace Safety, and is the immediate past chair of the Cargo Airline Association board of directors.

A native of Indianapolis, Houston received a bachelor’s in English literature from Wabash College and an MBA from Webster University. He also holds a Professional Human Resources designation.

Houston began his aviation career in 1985 as a Marine Corps officer and F/A-18 fighter pilot where he was certified as an air combat tactics instructor. He served the U.S. in Operations Desert Shield, Desert Storm, Restore Hope and Southern Watch. He has more than 100 aircraft carrier landings to his credit. He has previously served as an FAA designated check airman and is currently an international qualified captain on the Boeing 757/767.

In step with UPS’s commitment to the community, Houston has served on numerous boards including the Washington Aero Club, Marine Toys for Tots Foundation, Association for Uncrewed Systems International, Center for Women & Families, Hospice, and many others. He currently serves on the board of directors of the National Center for Family Literacy, the Organization of Black Aerospace Professional Board of Advisors, and is president of the Marine Corps Coordinating Council of Kentucky. Houston also had the honor of operating captain of the first COVID-19 vaccine delivery flight in the U.S. in December 2020.

Married and the father of three, Houston particularly enjoys motivational speaking, golf, and has coached youth sports for many years.

Yann Barbarroux is the CEO and Co-Founder of Otonomi. Otonomi provides shippers a simple yet powerful way to mitigate financial risks arising from cargo delays. Through our AI-assisted algorithm, Otonomi delivers instant delay quotes to time-critical cargo owners, right when they need it the most. The platform also made the claim process a breeze by using a proprietary parametric mechanism which brings transparency and speed to an industry always in motion. Before founding Otonomi, Yann has been navigating the fascinating tech, capital markets and risk management sectaors with recent focus on digital assets, algorithmic trading, and decentralized economics, in Wall Street. Most noticeably, from 2013-2020, he worked in the Ventures innovation arm at Citigroup, where he was running dealflow for fintech and insurtech deals, along with co-founding an incubated startup that integrated deeptech (blockchain, ML) for financial products in Latin America. Upon those explorative years in innovation, he caught the entrepreneur bug and decided to jump ship and create Otonomi in 2020 with his co-founder and CTO Jeremy Sutton.

Amanda Barlow

Amanda Barlow is the Vice President of Risk Management and Business Affairs for Global Critical Logistics group of companies. GCL is made up of six specialty freight forwarding and logistics providers who handle a wide range of high value and mission critical shipments. Amanda manages the insurance portfolio and is strategic leadership of the ATA Carnet service. Amanda is a member of the Airforwarders Association (AfA) Board of Directors and is the chair of the AfA’s Technology and Cybersecurity committee, as well as an active member in the AirCargo Conference committee. Seeing industry issues emerge in real time allows her to keep a close understanding of the ever-changing needs of GCL’s companies. In addition, Amanda was appointed to the U.S. Department of Commerce’s District Export Council (DEC) of Southern California, one of more than 60 DECs that exist throughout the country to support the U.S. Government’s export promotion efforts. Prior to joining GCL, Amanda was with Roanoke Insurance Group where she served in a variety of client focused roles. Most recently, as the Senior Vice President for Roanoke’s Client Experience department, prior to that as the Regional Vice President for Roanoke’s Western Region, where she led the sales and operations of the Long Beach and San Francisco offices. Originally Amanda joined Roanoke in 2014 as the Vice President of ATA Carnet, and she maintained her strategic leadership and development role of Roanoke’s ATA Carnet product line, especially as the ATA Carnet globally moves into a digital environment. Amanda authored and taught for several semesters the Export Promotion Marketing course for the international trade and marketing department at her alma mater the State University of New York’s Fashion Institute of Technology (FIT-SUNY), where she has been an Adjunct professor since 2006. She has also served on FIT-SUNY’s Gemini Shippers Association’s Scholarship Committee, as well as their International Industry Advisory Board, which ensures that the curriculum is continually in line with industry needs. Prior to joining Roanoke, Amanda was the Marketing Director in the ATA Carnet and Trade Services Department at the US Council for International Business (USCIB). Before joining USCIB, Amanda worked with ATA Carnets for a New York-based Italian fashion house. She earned her Bachelor of Science Degree in International Trade and Marketing from FIT-SUNY.

Jonathan Beaver is an experienced professional in the field of Information Technology, and currently serves as the IT Operations/Business Intelligence Manager for Team Worldwide. Jonathan holds a bachelor’s degree in business management, an active CompTIA Security+ certification, and a diverse professional background that includes roles in retail management, IT Operations, System Administration, and Data Analysis.  A firm advocate for addressing the behavioral aspects of cybersecurity, he brings a unique perspective to the field. Attendees at the upcoming Air Cargo Conference can anticipate valuable insights from Jonathan on cybersecurity, highlighting both technical and human-centric approaches.

Braden Core

Braden Core represents forwarders and logistics companies in regulatory compliance, contract reviews, and third-party carrier arrangements. He also defends businesses in a large variety of enforcement cases, including TSA air-cargo and cargo- screening investigations and FAA dangerous-goods investigations. Braden regularly counsels and speaks on owner- operator arrangements, challenges to independent-contractor classification, and compliance with the Federal Leasing Regulations. Finally, Braden is an experienced litigator who has tried several commercial cases, including multiple jury trials, and participated in the defense of class actions involving allegations of Federal Leasing Regulations violations and challenges to independent-contractor status.

GardaWorld Federal Services: Manager, Canine Services

Rebecca Deer

Ms. Deer has worked in the private security industry for 6 years, specializing in end-to-end aviation security solutions. She has extensive experience customizing security plans for shippers, built by layering security technologies for access controls, canine deployments, X- ray screening, remote intelligence monitoring, and physical protection. She began her career with the largest private provider of detection canines prior to the release of TSA’s Third-Party Canine Program (3PK9) and contributed to the steadfast growth of the program across the air cargo industry. She supported the rollout of 3PK9 screening deployments for the largest express shippers, IACs, and freight forwarding clients spanning 200 screening locations as they transitioned their operations into the regulated space. She works to ensure corporate adherence to all TSA CCSP-K9 requirements nationwide, liaising closely with TSA representatives and industry stakeholders to certify that regulations and processes continue to meet canine industry needs. Ms. Deer maintains an appointment to the TSA Aviation Security Advisory Committee (ASAC), representing security and technologies.

Dayna Harap

\Dayna Harap has been in the freight industry for 3 decades. With a start in operations, and a quick move to sales, she’s been able to efficiently and effectively grow her relationships with customers, vendors and peers in the industry. She’s continually spent time in operations throughout the years to better understand the ever-changing world of freight. From her time working with an international airline handling their road feeder service, to learning local dispatch and how to “route trucks”, she is always learning and improving her skills. Dayna has worked for two of the larger linehaul companies, ran her own brokerage, and worked at a freight forwarder. Currently she is The Vice President of Sales at. S.A.A. Logistics, Inc, representing them on a national level and also assists the sales team achieve their goals. She was a co-founder and partner at a ground expedite company, Direct Expedite LLC, where she was the VP of sales. She spends a great deal of time traveling for business, and always tries to support the local freight organizations in the community she’s visiting. In her free time, Dayna is the President of the JFK Air Cargo Association, and has been a member of the board since 2016. She’s been on the board of the Air Expedited Motor Carrier Association since 2022 and is currently the secretary. When she isn’t at a board meeting or meeting with a client, you can find her golfing, playing pickleball or spending time with friends and family and traveling.

Danielle is the Vice President & Regional Product Manager for the Logistics Insurance and Surety Product Lines for Roanoke Insurance Group’s Northeast Region. She is an Alumni of Munich Re’s Oxygen Accelerated Leadership Development Program and Co-Coordinator of MRSGNA’s Social Engagement Committee and has over 30 years of experience in Surety Bonds, Cargo Insurance and Property & Casualty Insurance. Danielle leads the Roanoke Northeast Region’s diverse team of Account Managers and specializes in steering teams to provide exceptional service to client’s unique insurance and surety needs that span across Surety Bonds, Cargo Insurance, Professional Liability Insurance and Property & Casualty Insurance. Prior to joining Roanoke Insurance Group Danielle was the Vice President and COO of J.S. Hickey Co., Inc., an independent insurance agency specializing in Surety Bonds and Insurance Solutions for the Logistics and Trade communities. She is an active member of trade associations within the New York/New Jersey and New England Customs Broker and Freight Forwarder communities. Danielle holds a Bachelor of Business Administration focused on International Business from Hofstra University a Transportation Risk and Insurance Professional “TRIP” Designation from IRMI and is a licensed insurance broker holding Property & Casualty and Life, Accident & Health Licenses in New York as well as Property & Casualty Licenses in New Jersey, Connecticut, Massachusetts, Texas and Florida.

Salvatore DiDonato

Mr. DiDonato is an Information Technology Executive with an extensive background in digital strategy, operations, solution architecture, product development, infrastructure, cybersecurity, team building and technology integration. Specifically, he has 20+ years of leading technology platforms and delivering supply chain solutions for across industry verticals. Currently, Mr. DiDonato is the CTO for STG Logistics technology organization – supporting the company’s business products and integration strategy. STG’s platforms include leading proprietary and non-proprietary platforms – for the air, ocean, and transportation customers. He has a passion for innovation, collaboration and track record of building a winning culture that drives and supports STG’s operations excellence. Mr. DiDonato has MBA and MSIS degrees from Stevens Institute of Technology and is an active member of several boards and associations to modernize the movement of freight. 

Avalon Risk Management: Vice President

Wanda Sample

Wanda Sample is Vice President of Avalon’s Northeast Regional office and is responsible for managing business development in the region. She has an MBA from Clarkson University and has more than 25 years of experience in the trade and transportation industry. Wanda joined Avalon in 2002 as Marketing Manager and was later promoted to Director of Trade Relations to manage Avalon’s trade affairs and relationships with key industry organizations including the National Customs Brokers and Forwarders Association of America (NCBFAA) and the Transportation Intermediaries Association (TIA). She was later promoted to Regional Vice President of Avalon’s New York office before transitioning to her current role. Prior to joining Avalon, Wanda worked as a Risk Coordinator for a national customs broker and freight forwarder for 17 years. There, Wanda gained extensive knowledge of surety bonds, cargo insurance, professional liability, property and casualty, and other commercial insurance products. Additionally, she was responsible for conducting compliance audits at various regional offices throughout the United States. Wanda is actively involved in the trade community and serves on the board of the Air & Expedited Motor Carriers Association (AEMCA), Long Island Import Export Association (LIIEA), and The Semantics. She serves on the membership committee of the National Association of Foreign-Trade Zones (NAFTZ) and oversees Avalon’s bond program for NAFTZ members. She is also a member of JFK Brokers Association and NYNJFFFBA. In her personal time, Wanda enjoys taking visitors for walking tours of lower Manhattan, spending time in upstate NY along the Canadian border, and remains hopeful she will have a decent golf game someday!

Hilary Fletcher

Hilary Fletcher has 33 years of experience leading collaborative team projects for airports, air cargo operators, and local and state governments throughout the country. As Program Director for Woolpert, she has spent the past several years managing and supporting conceptual planning and facility improvements for FedEx, in addition to participating in the development of ACRP Report 143, Guidebook for Air Cargo Facility Planning and Development. Her career includes master planning, strategic planning, community outreach, and public policy support. Prior to joining Woolpert, she served as the Pitkin County Manager in Aspen, Colorado. Primarily responsible for facility lease agreements, airport/airline use agreements, airport planning projects, and many other airport related issues/projects that affect the UPS network. Currently serves as co-Chair for the ONT AAAC.

Kevin Hoffmann

Kevin is a Senior Managing Consultant at Landrum & Brown. He has worked in the cargo aviation industry for over 39 years. As L&B’s Cargo Service Line Leader, Kevin has worked on Air Cargo Master Plan’s, Air Cargo Marketing Assessments, Air Cargo Studies, Air Cargo Facility Projects and more. Prior to joining L&B in 2018, he worked in various positions with UPS, the last 21 years in Airport Properties. As a Regional Director of Airport Properties, he negotiated hundreds of space lease agreements for buildings, aircraft parking aprons, GSE space and employee and tractor trailer parking lots, with both airports and third-party developers. Kevin also negotiated more than 75 Airport Use and Lease Agreements at airports across the country, keeping an open mind to both passenger and cargo needs and balancing those with the airport’s requirements.

Alex Lowe is Director, E-Commerce, Cargo & Aviation Real Estate at the Edmonton International Airport (YEG). Alex brings to this role more than 20 years of diverse experience in the aviation industry, the majority of which has been spent in the air cargo sector. Prior to joining Edmonton International Airport, Alex spent 13 years with Canada’s largest all-cargo airline – Cargojet in a regional Management capacity. At Edmonton International Airport Alex develops and implements strategies to grow the airport’s air cargo network domestically and internationally; while ensuring the airport is building the needed infrastructure and capacity to facilitate YEG’s growth as a gateway for e-commerce and logistics business. Alex and the team at YEG are committed to growing the airport’s business in a sustainable and responsible way and have become industry leaders in the adoption of sustainability initiatives and innovative technologies. YEG’s Airport City Sustainability Campus operates as a Living Lab for the testing, trialing, incubation and commercialization of technologies.

Nicole Maddox serves as the Assistant Director of Air Service Development and Cargo Services for the City of Philadelphia – Department of Aviation, (PHL). A key member of the Strategic Partnership/Revenue Team, Nicole leads the development strategy for cargo services. Leveraging 25 years of aviation experience to drive the advancement of cargo services at PHL by integrating advanced technology, state-of-the art infrastructure, and fostering collaboration with industry leaders. Nicole’s adept leadership and communication skills position the PHL cargo development program as the most ambitious in the Eastern United States, showcasing her commitment to advancing PHL’s prominence in the aviation industry. 

B.L.S. Aviation: Owner

Barbara Schempf

 Barbara (“Barb”) Schempf is the owner of B.L.S. Aviation, a certified DBE aviation consulting firm specializing in all aspects of airport management and development projects. Barb started B.L.S. Aviation in August 2020 after retiring from the Cincinnati/Northern Kentucky International Airport (CVG) with over 26 years of service. During her time at CVG Barb wore many hats, but spent her most exciting years as Vice President of the Planning & Development Department leading the team during CVG’s development boom.  Her airport development project experience is extensive including, DHL’s CVG Air Cargo Hub and expansion projects, Amazon’s CVG Air Hub, thousands of acres of non-aviation projects, Concourse and Terminal Development Modernization projects, the new CVG CONRAC facility, West Coast Cargo Hub and many more.  She is a skilled communicator and effective public speaker who can convey complex information to both specialized and non-expert audiences. Barb provides her clients with a unique insider perspective on how to navigate the challenges of airport development. She has significant experience working with airports, government agencies, passenger and cargo carriers and land developers.

Putting this unique combination to work on connecting with stakeholders and orchestrating innovative concepts, where processes are combined with new technology and standards. He strongly believes our industry is in the era of a paradigm shift, where Data, Artificial Intelligence, Internet of Things and Blockchain will provide new ways to collaborate and connect. The future of Smart Borders and Air Cargo is to pre-check everything upstream and ensure a smooth shipment journey! The design of smart border assessment capacity has proven it’s value on several topics like Strategic/Military/Dual-Use goods and on the latest

developments on Sanctions.    Then came the Covid crisis: together with the VP Worldwide Ops and Director Cargo Control Center, the three of us reshaped the global operations within the matter of weeks to be a flexible organization with commitment and purpose to Deliver our Promise. After several positions in ground service and cargo handling management he was responsible for the implementation of ACAS for the joint AirFrance – KLM – Martinair group in 2012 and worked from that moment on in several compliance roles.  Over the last 7 Years Arnoud has been mainly focusing on the design and implementation of automated screening tools, screening shipments on military strategic nature, screening against actual sanctionslists, suspicious routings, trade sanctions, circumvention and more.  Currently Arnoud is responsible for translation of international (trade) sanctions and regulatory requirements on customs and security into policies and procedures for KLM Cargo. He is also the industry representative for KLM Cargo and represents KLM Cargo with regards to regulatory affairs world wide. Addressing and presenting regulatory changes and trade sanctions to various regulatory entities, industry groups and other platforms is part of this. Arnoud thrives in an international environment where the public sector meets the private sector and is able to translate the needs of both sectors into agreements between regulatory entities and KLM.

In this role, her responsibilities include lease strategy execution and cultivating asset revenue enhancement. She has over 20 years’ experience in real estate with a deep knowledge of air cargo and on tarmac facilities. Her unique ability to collaborate with airport authorities and clients provides creative solutions while adding value to the portfolio. Jennifer serves as a current member on the Airport Council International (ACI-NA) Air Cargo Committee.

Vishal Joshipura

Vishal specializes in structuring and financing infrastructure projects. Over a 22-year career (including 19 years in infrastructure and project finance), Vishal has closed over $6.5 billion in debt financings for infrastructure projects worth over $16 billion and advised on projects worth over $30 billion in more than twenty countries. Amanda Barlow is the Vice President of Risk Management and Business Affairs for Global Critical Logistics group of companies. Steve Alterman just concluded 41 years as the President of the Cargo Airline Association where he represented the air cargo airline industry in Washington and throughout the country. He remains the Chairman of TSA’s Aviation Security Advisory Committee and participates on various FAA advisory panels. Steve is a graduate of Brown University and Boston University School of Law and, before taking the helm of the Cargo Airline Association, led the Legal Division of the Bureau of Enforcement of the U.S. Civil Aeronautics Board (CAB).

Brian Bourke is the Global Chief Commercial Officer at SEKO Logistics. Patrick Haley is the Air Cargo Facilities Manager at Seattle-Tacoma International Airport (SEA). With over 35+ years in general aviation, military aviation (US Army and US Air Force), airline and airport operations at Northwest Airlines (Delta Air Lines) and air forwarding operations at Panalpina and FedEx Logistics, Patrick brings a unique and results driven perspective to Air Cargo from Part 135 & Part 121 Air Cargo and passenger carrier operations, to pushing people and cargo out from the sides of UH-1s and the tails of C-130s! Supporting Air Cargo Operations at SEA from the highway to the ramp, Patrick also conveys a respect of building efficiency, ramp needs and systems operations to continue the effective cargo throughput of the fifteen ground and space leased facilities at SEA. Patrick is a Certified Facility Manager with the International Facility Managers Association & the University of Washington, a Certified Member and an Airport Certified Employee with the AAAE. He also serves as the Chair, ACI-NA Air Cargo Committee.

Roger Libby

As Head of Corporate Public Affairs for the DHL Group in the Americas, Roger Libby manages the engagement of Congress and the Administration on climate change, customs, energy, homeland security, trade, and transportation policies. He joined DHL in 2004 and represents the company before both U.S. and international governments and organizations on the development and implementation of public policy matters affecting the logistics industry. He has built a high performing team of policy specialists, coordinating across functions and divisions withing the region to deliver results for the group.

Roger is Member of the Board of the Express Association of America and National Foreign Trade Council as well as Chair of the Policy Committee of the U.S. Department of Commerce Investment Advisory Council (IAC). He played a central role in setting up the Air Cargo Advanced Screening (ACAS) program, for which he was recognized by U.S. Customs and Border Protection. He previously served as Sherpa to the United Nations High-level Advisory Group on Sustainable Transport and member of the TSA Aviation Security Advisory Committee (ASAC).

Prior to DHL, Roger served in the U.S. Department of Transportation from 2002 until 2004, where he was twice recognized by the Secretary, and worked in the U.S. House of Representatives from 1997 until 2002 for Rep. Zach Wamp (TN) and Rep. Harold “Hal” Rogers (KY), then Chairman of the Transportation Appropriations Subcommittee.

Roger earned his Bachelor of Arts degree from Washington and Lee University (1995) and Masters in Global Security Studies from Johns Hopkins University (2012). He is a Paul Harris Fellow with Rotary International, Bryce Harlow Foundation Fellow, and 2010 American Council on Germany Young Leader.

His impressive tenure at TGT built a solid foundation for his future endeavors, earning him a reputation for delivering results and fostering a high-performing team.     Eager to broaden his expertise, Shawn took the next step in his career, ascending to upper management with L&A Transport in New Jersey. During this phase, he delved into the intricacies of Ocean Freight, gaining comprehensive knowledge and a strategic perspective on global logistics.

Now, having come full circle, Shawn Nardeo has returned to the very building where his professional journey began. Currently serving as the Terminal Manager for Mobile JFK/EWR, Shawn brings a wealth of experience, leadership acumen, and a deep understanding of the industry. His ability to seamlessly blend operational excellence with strategic vision makes him an invaluable asset to the organization, ensuring continued success and growth in the dynamic world of logistics.

Michael Taylor is Managing Partner at Diakon Partners and a Senior Advisor with HillStaffer LLC, bringing clients almost 40 years of strategic advisory expertise in public policy, trade, regulatory and legislative issues within the advanced manufacturing, energy, chemicals, plastics, transportation, logistics, and mobility, and technology sectors at the global, federal, state and local levels. Much of his professional career has been focused on federal and state lobbying, regulatory agencies and rulemakings, legislation, appropriations, crisis communications, issues management, image enhancement, political action committee management and growth, and grassroots and coalition advocacy. When it comes to Michael’s almost 20 years of experience in transportation, mobility, and logistics, his experience covers air, land, and maritime policy issues. This includes deep regulatory experience across the federal government particularly with the Department of Transportation, the Maritime Administration, the Federal Aviation Administration, the Federal Highway Administration, the National Highway Traffic Safety Administration, the Department of Homeland Security, the Transportation Security Administration, the Customs and Border Protection, the Department of Labor, and the Occupational Safety and Health Administration. Michael received his B.A. in International Affairs and History from the George Washington University, and an M.A., World Politics, from Catholic University of America. He lives on five acres in the Eastern Panhandle of West Virginia with his wife Teresa, their youngest daughter, three horses, three dogs and one cat.
